    Serco is seekinga motivated Communication Lead to join our talented and fast-paced Public Sector Solutions team in supporting CMS' implementation of the Payment Error Rate Measurement (PERM) Program to produce national Medicaid and Children's Health Insurance Program (CHIP) improper payment estimates as required by the Payment Integrity Information Act of 2019 (PIIA). As part of this effort, Serco would execute the PERM review contract which includes collection of state eligibility policies and medical records; eligibility reviews, medical reviews, and data processing reviews, of selected state Medicaid and CHIP fee-for-services (FFS) and managed care claims; and supporting state and national reporting of payment error rate and development of corrective actions based on findings.

    Given the interdependencies of PERM review, effective and timely communication with state Medicaid and CHIP officials, PERM contractors, and CMS PERM leads is critical to the success of this program. The Communication Lead position would be responsible for developing, planning and overseeing PERM's communication strategy and plan; coordinating and managing meetings with the states; communicating information to state officials, and overseeing communication and written communications tasks to ensure clear, effective and quality deliverables.The position would provide expertise on best methodologies for communicating technical information to different stakeholders to ensure optimal data submission and processing for delivery of the PERM program.

    The candidate in this position ideally brings combination of project management and effective communication expertise in delivering technical information and requirements for the Medicaid and Children's Health Insurance Program.

    Hybrid or full-time remote work. This position is contingent on contract award.

    In this role, you will:

    • Be in direct communication with Program Director, Assistant Program Directors, CMS PERM staff and state officials, as necessary, to communicate information, including technical direction and guidance.

    • Establish lines of communication between the state Medicaid and CHIP officials and Serco PERM staff to discuss effective communication strategies with states, coordinate meetings and deliverables, provide technical assistance and guidance.

    • Serve as serve as the lead technical writer and editor in drafting, writing, and/or editing all written products, including SOPs, manuals, report, white papers editing.

    • Oversee technical writers to ensure that verbal and written information comply with CMS requests and requirements, including formatting storage and accessibility

    • Provide expertise, guidance, training, and review of oral and written materials to functional teams, such as policy, training, business process.

    Competencies

    • Extensive expertise and experience in converting complex policy and technical information into clear and effective communication and guidance

    • Expertise in communication strategies using best practices in tailoring messaging, engaging various stakeholders, and leveraging various communication media

    • Experience advising and leading communications for diverse and specialized stakeholders

    • Experience in strategic planning, rollout and execution of communication plans

    • Demonstrated project management abilities to develop, rollout and deliver on communication plans - including coordinating, managing, and tracking multiple stakeholders, meetings, conferences, and deliverables.

    • An analytical mindset with problem-solving abilities.

    • Strong leadership and organizational skills.

    • Excellent communication skills, both strong orally and written skills.

    • Exceptional interpersonal skills with ability toestablish and maintain effective working relationships.

    • Enjoy working in fast-paced and collaborative team environment.

    Qualifications

    The Communication Lead will possess a combination of experience meeting the following criteria

    • Working knowledge of the Medicaid and/or CHIP program;

    • At least five (5) years working experience primarily centered upon technical writing and editing.

    • A record of performance in strategic messaging and responsibility for a body of written work which may include newsletters, articles, white papers, policy documents, manuals, or journal articles

    • Preferably program management and supervisory experience

    • A Bachelor's degree or Master's Degree from an accredited program
