    Serve as Legislative Analyst to assist ACF OHSEPR in conducting legislation development and engagement activities. The Office of Human Services Emergency Preparedness and Response (OHSEPR) is the Emergency Management Lead for the ACF within the DHHS. OHSEPR ensures the effectiveness of human services in preparedness, response, and recovery from disasters and public health emergencies OHSEPR leads ACF's support for disaster human services missions conducted under the National Response Framework's Emergency Support Function 6. OHSEPR administers the U.S. Repatriation Program and leads domestic non-emergency and emergency repatriation planning and operations to support the return of U.S. citizens and their dependents following an evacuation from overseas nations due to war, threat of war, invasion, civil unrest, or similar crises.

    Essential Functions, Responsibilities & Duties may include, but are not limited to:

    • Review, analyze and track legislation of ACF, OHSEPR interest; prepare position papers; track Congressional bills, acts, legislation, committee hearings, and other activities with emphasis on annual HHS ACF appropriations and authorization bills; provide OHSEPR with periodic updates and reports regarding the status and impacts of pending ACF legislation.

    • Follow and examine legislative initiatives that affect ACF programs and provide detailed analysis regarding potential impact on DHSCM, and Repatriation services and activities.

    • Perform detailed research and statistical analysis; compile and organize data, prepare reports, and present findings and recommendations.

    • Assist in the development and preparation of agenda items for OHSEPR's leadership legislative positions and actions as well as preparing talking points for Supervisors and their staff members.

    • Maintain and support a culture of customer service excellence.

    • Support OHSEPR on special projects as necessary.

    • Collaborate closely with various ACF, OHSEPR Federal, state, and local government legislative and policy stakeholders, internal and external to the agency.

    Work Experience, Knowledge, Skills & Abilities:

    • Relevant experience must be in emerging government activities, budget processes and developing, writing, and editing written communications.

    • Strong research and project management capabilities.

    • Demonstrates professional judgment and editorial skills.

    • Experience in the translation of complex information into engaging and succinct content targeted toward specific audiences.

    • Demonstrates skill in communicating complex, technical or policy issues to diverse, non-technical

    • Have useful programming and analytical skills for accurate database management.

    • Proficiency in multimedia platforms with desire to learn new technologies and platforms.

    • Capacity to set priorities and meet deadlines, and ability to multi-task.

    • Excellent verbal and written communication skills.

    • Proficiency in internet research with solid understanding of macro-economic and business environments.

    Education:

    • A bachelor's degree and a minimum of six (6) years of professional experience or a master's degree and a minimum of four years professional experience as a program analyst.

    • The degree must be in Political.

    • Science, Business, Communications, Marketing, Journalism, English, or related field required.

    Office Location and Travel:

    This position shall be required to support the OHSEPR program on site at minimum 2 day a week. Current OHSEPR on-site status for all federal and non-federal employees is either Tuesday and Wednesday or Wednesday and Thursday.

    Working Environment & Conditions

    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

    The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
